Comptroller's Tobacco Compliance Block Grant

GRANT NOTE #1:  

Getting assistance with your tobacco grant

We want you to succeed in operating your grant and the associated activities.  Texas STEP and the staff of the Comptroller's Tobacco Grant program are available to help you do just that.  

If you are having any trouble getting your grant program started, or have questions regarding any phase of operations, CALL US.

Any questions you may have regarding grant operations, enforcement or compliance education activities, can be addressed by Texas STEP by calling us at 1-888-STEP-123.  

Questions regarding grant finances,  expenditures and budget allocations, should be put to the Comptroller's Tobacco Grant program staff by calling 1-888-531-5441, extension 33619.

GRANT NOTE #2:  

Reporting Tobacco Enforcement Activity

Enforcement of tobacco laws are reported on a monthly basis as mandated by state law, and as a condition of grant acceptance.

All reports on enforcement investigations & activities undertaken, whether "inspections," "stings," or "M.I.P." summary reports, are due on the 10th day of the month following the month of activity

GRANT NOTE #3:  

Reporting Compliance Education and Financial Expenditures

Compliance education and financial expenditures are reported quarterly as a condition of grant acceptance.  The activities covered by these reports include retailer education, in-service training of departmental staff, education of judicial and court personnel on the tobacco laws, and the distribution of educational materials to these groups.  

The financial expenditures related to all tobacco grant activity are reported quarterly as well. 

The quarterly summary report packet consist of three report forms: 

  • "Compliance Education Quarterly Summary - Local Law Enforcement"
  • "Financial Status", and 
  • "Verification of Grant Contact"

The "Compliance Education Quarterly Summary" report is NOT used for reporting ANY type of enforcement activities.  

These quarterly report forms are generated by Texas STEP and distributed to each agency that receives a CPA block grant, approximately 30 days prior to the due date. 

If your Grant Contact has not received the "Compliance Education Quarterly Summary - Local Law Enforcement" reports for your grant within 15 days of them being due, contact Texas STEP toll-free at 1-888-STEP-123.
